yes well you can thank general motors for the cheap primer they used back in 93 trying to save a few pennies and made millions of cars with crappy peeling paint. doing the prep work and having the car painted can be done for considerably less than 3000 dollars and some spray on glue and an afternoon can fix the headliner easy enough.
