My 92 Cadillac DeVille wont start. Engine Shot?

New battery fully charged. Car does not get any power. No lights no nothing. Car only starts when the battery is jumped. When jumped car runs fine and smooth. When the car is turned off, it will not turn back on unless jumped again. I havent jumped the car in awhile could the engine be shot now?
