'84 CADILLAC ELDORADO WON'T START?

This car was starting & running just fine but then they let it sit for the past 2 years. It now doesn't start. The battery was dead but I put in a new premium battery & it still doesn't start. It gets right at the point of kicking over, but doesn't. Me & my buddy think it might not be getting the gas (there's plenty of gas in the tank) any thoughts on what it could be?? Thanks
